Rezone the land from part Special Use Zone and part FarmingRural Zone to part Residential 1 Zone part Business 1 Zone part Mixed Use Zone and part Public Conservation and Recreation Zone| Introduce a Development Plan Overlay (DPO) over all of the site| Introduce a Land Subject to Inundation Overlay to all land below the 1:100 year flood level| Apply the Environmental Audit Overlay to that part of the site formerly subject to quarrying| Modify the extent of an existing Heritage Overlay applying to the site.
