Rezone the Council owned car park at 43-45 Fenwick Street Portarlington from Residential 1 to Business 1 Zone| correctly align the Business 1/Residential 1 Zone boundary with title boundaries of those properties south of Newcombe Street west of Harding Street| extend the Design and Development Overlay 21 to include the Study Area of the Portarlington Urban Design Framework and amend the existing Design and Development Overlay Schedule 21 to include recommendations of the adopted Portarlington Urban Design Framework.
