Introduces the Parking Overlay and applies two schedules for the Colac and Apollo Bay Commercial areas, as well as changing MSS provisions, including referencing the Colac CBD and Entrances Report 2012, the Colac and Apollo Bay Parking Strategy 2011. Council owned land at 2-26 Railway Place is also rezoned to Public Use Zone 6.
