Modifies the Muncipal Strategic Statement Clause 21.06 and Local Planning Policy Clause 22.03 to make these consistent with the recommendations of the Ballarat Retail Development Strategy 2003 and introduces this strategy in Clause 21.08 as a reference document in the Ballarat Planning Scheme. Rezones part of the land at 922 and all of land at 924 and 926 Howitt Street from the Residential 1 Zone to the Mixed Use Zone. Rezones land in the area bounded by Albert Street, Rubicon Street, Yarrowee Street and Bala Street, Sebastopol from the Residential 1 Zone to the Business 1 Zone.
